Here in Seattle, the utility asks for people to conserve, and so many do, their revenue plummets to the point they have to raise the rates to cover their costs.

Not so in Atlanta. Not that this surprises me, after living there 15 years. I hope I never again live in a place where the government issues health warnings against breathing the air.
