Why Wasn’t There a Plan for Rebuilding Iraq?
There was. Apparently, Marine General Anthony Zinni thought about it and initiated planning for Iraq’s post-war period. The plans were discarded. The MeFi post has links to several pieces by and about Zinni and what went wrong.
